Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator
AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.
Study Shows Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.
The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
